The Flemish Planning Bureau for the Environment and Spatial Development entrusted the consortium consisting of BUUR, VITO and CE Delft with the assignment of drawing up a manual for Regional Spatial Energy Strategies.
Regional Spatial Energy Strategies are an important link to convert the Flemish and European energy objectives into an area-specific spatial vision for renewable energy production, storage and distribution. The aim of this assignment is to bring together the collective knowledge acquired by certain regions in the year 2021 in a manual for all Flemish regions.
The team develops a general framework for the creation of an RSES based on a broad survey of different regional actors (provinces, intermunicipal companies) and other relevant actors. The general framework indicates which topics should be included in an RSES and what the regional collaboration structure should look like. The comprehensive scenario then details all the process steps around initiative, technical and spatial research, vision formation and execution that should lead to a successful vision and process.
Research steps and possible spatial design concepts for energy infrastructure in the landscape and around industrial estates are illustrated through a case study in Central Limburg. The case study is based on a reading of the landscape context, stakeholder mapping and a thorough analysis of supply and demand to then propose concepts for generation, storage and distribution of renewable energy in the region based on design research.
The scenario aims to provide guidance to provinces, intermunicipal companies, research bureaus, network operators and the Flemish Government on how to turn an RSES into a success story together.
